Just seen this and while interesting seems like removing some of the administration isnt the solution
I wonder how the end cost could compare to becoming a VISP and not charging a markup.

No, it’s like we resell phone lines (VoIP) to clients. We could choose to sell them at cost as it involves minimal work. Someone as big as a housing association or council could do the same with broadband if they wanted to.
